TACV Flug von Praia nach Dakar

...which means: belated transports of Cape Verde.
I am a multi frequent flyer since more than 40 years, but I have never seen anything like TACV (n.b.: I live in Cape Verde, a wonderful country).
I had a business ticket form Sao Vicente to Senegal/Dakar
I checked in one one morning in May 2010 from Sao Vicento to Praia.
the take-off should have been at 9h30, at 11h someone said the flight is cancelled. Without giving any explanation.

went home to my house in Mindelo, waiting for a promised call from TACV which never came. So I went back to the airport to grab an alternative flight to Praia, since next morning at 8h the flight should start from Praia to Dakar. There was no flight in the evening to Praia, and no information whatsoever. By coincidence I found out that next morning at 7h there would be a flight to Praia, so I was at 6 at the airport of Sao Vicente. And indeed, there was the 7h flight (no announcement by TACV ground staff!) and I landed in Praia at 8h. By then the flight to Dakar had gone but the staff said there would be another flight at 13h30 the same date. Very good, I checked in, I saw the plan coming, it rolled out, crew left the plane, doors open. And .... nothing. at 18h the ground staff said: cancelled, not further explanation.

I meanwhile had to rebook my business partners in Dakar 3 times, which thanks the management of Hotel Meridien worked smoothly.
Next morning at 7h the flight to Dakar started.
I absence of officail explanations we heard that TACV is not able to staff their planes with pilots.

Dakar then I reach with 2 days delays and extra costs of about 1200 Euros unttil then.

I had to rebook hotels, pay extras, rebook my return flight from Dakar to Praia, since my business parters were waiting in Dakar.
My return ticket was confirmed by the agency, but when I was checking in, they said they did now have my res-number and my name in the TACV system. Called the agency in Cape Verde and they confirmed again that I had a firm booking. The TACV supervisor, with whom I tried to solve matters, did not even want to hear what my agent in Cape Verde had just told me.

He refused to check me in.
shortly after the check in desk was closed and the brat of supervisor had left the venue, a check-in lady said she sees my name on the computer and I could check in.

All this I wrote in a letter , gave it to my agency FLY in Mindelo to forward to TACV

Never an Answer, of course.
My next step is now to present it to the IATA .
TACV is the worst you can think of... I had thhe same issue just 2 days ago on an inter-island trip in cape verde, where the TACV staff had converted a firm full paid ticked into a waitlist ticket.
I made noise and then they checked me in.
You believe I am exxagerating? I am not, you will hear this every deay now, tencendy is incrfeasing.

n.b.: TACV had made an effort to improve the scope of service in 2006. The then CEO (a canadian airline manager) played hardball with the staff and set service standards.

He was fired after one year an a bit.
